CIO, Irish Government
Barry Lowry has been the Chief Information Officer for the Irish Government since April 2016 with the primary task of taking forward the Government’s digital agenda. This includes developing the use of shared services, digital ID, digital services and data to better serve the people of Ireland and ensure that Ireland is well-placed to influence and exemplify the EU?s digital ambitions for 2030.
Barry is also the Chief Adviser to Government on all Digital matters affecting the State and its citizens.
Andrew Howell is Senior Director of Blockchain Engineering at Blockdaemon. Based in Galway, he leads a globally distributed team delivering cutting edge blockchain solutions. Andrew has over a decade of experience managing team dynamics while driving engineering’s success. Andrew began his web3 journey in 2013, as an active member of many early crypto communities. In 2018 he joined Blockdaemon, allowing him to fully focus on his passion for blockchain. Since then, he has successfully scaled a world-class team of engineers based in Ireland and abroad, to serve Blockdaemon’s growing client-base. Andrew has spearheaded Blockdaemon’s engineering excellence during a time of hyper-growth.
The Linux Foundation
Daniela Barbosa serves as General Manager Blockchain, Healthcare and Identity at the Linux Foundation and as Executive Director of Hyperledger Foundation with overall strategic and operational responsibility for staff, programs, expansion and execution of Hyperledger’s mission. Daniela has more than 20 years of enterprise technology experience, including serving for four years as Hyperledger Foundation’s Vice President of Worldwide Alliances with responsibility for the member community as well as broader industry and business community outreach and overall network growth. She started her career at Dow Jones where she worked with the top global brands across various sectors, including finance, consumer and energy, to architect and deliver enterprise systems, ontologies and semantic web solutions. In the early 2000s, Daniela became involved in the early web 2.0 community helping to advance the concept of digital identity and data portability as the pathway for people to reuse their data across interoperable applications.
Aileen Carville has worked in luxury Fashion for the past 25 years as Commercial Director representing Luxury and NewGen Fashion Brands across London, Paris and Milan Fashion weeks including John Rocha and Simone Rocha.
In an effort to understand how technology could influence much needed change in Supply Chain and Wholesale, Aileen left her job to pursue a degree in Digital Media Technology in 2014. Aileen has come through some of the leading accelerators including NDRC launchpad, Startupbootcamp FashionTech Milan and Creative Valley at Station F Paris.
In 2017 Aileen remodelled the manual malignancy of Fashion Week wholesale into the digital age with SKMMP Virtual Showrooms.
Created the 1st wave Virtual Showroom with high fidelity visual and 3D asset generation for Luxury Brands.

Brian Elders, is the founder of Sors Digital Assets. Named after the Roman God of luck, Sors is based in Hong Kong in Asia and Dublin & Skibbereen in Ireland. Sors’s mission is to help founders and companies to design, create and bring to market digital assets of all sorts. We believe that the market for digital assets – from securities, to NFT’s and in between all sorts of governance, DAO, utility tokens and others is still young and with great promise. These innovations will disrupt how society interfaces with assets at multiple levels.

Benjamin Duve is part of the Digital Asset Unit at BNY Mellon. In his enterprise-wide projects on digital asset he is looking at opportunities around tokenization and beyond. As a realistic, early-days blockchain and DLT enthusiast he works on finding tomorrows solutions for today’s capital markets’ challenges. Being involved in many securities related proof-of-concepts and live trades dating back to 2017 he is a thought leader.
In his previous role as a Head of Digital Assets he explored the new value proposition from issuance to custody for institutional and corporate clients and oversaw a digital assets strategy around crypto and digital assets. Among several client coverage roles, he ran a successful integrated execution to custody business as Head of Custody and DMA part of an investment bank.
Una Fitzpatrick is a Dublin City University STEM graduate with a master’s in management from Smurfit Business School. She has spent the last 15 years working in the knowledge economy, specifically the last eight years being spent with Technology Ireland. Una was appointed Director of Technology Ireland in June 2018. Technology Ireland, a trade association within Ibec, is the largest and most influential tech sector representative group in Ireland. Una is an executive board member of Digital Europe and is on the Board of Directors of FIT Ltd (Fastrack into Technology). Una has extensive lobbying experience both at National and European levels.
Deborah Elizabeth Hutton is a Partner and Head of the Asset Management and Regulatory team in Eversheds Sutherland Ireland.
Deborah is recognised as a leading lawyer in Europe for Financial and Regulatory Services and previously sat as an expert on the Department of Finance 2025 Blockchain Strategy Group and currently sits on a number of key advocacy and working groups such as Blockchain Ireland, and various strategic working groups, for Irish Funds being the representative body for the Irish funds industry. She has spent much of her career advocating at domestic and an EU level (with ESMA and the Commission) for the financial services industry including in relation to digital transformation issues related to sustainable finance and contributed to the Sustainable Finance Roadmap for Ireland.
Dr Irina Tal
Dr. Irina Tal is an Assistant Professor, School of Computing, Dublin City University(DCU), and Academic Lead MSc in Blockchain (programme partly funded by Technology Ireland ICT Skillnet). Prior to joining DCU as an Assistant Professor, Irina was a Lecturer with National College of Ireland and Programme Director MSc Cybersecurity (part-time) and BSc in Computing and Business Information Systems (3rd and 4th years). She was also a Postdoctoral Researcher at DCU working on a H2020 EU project in the area of technology enhanced learning. Her research interests are in the following areas: cyber security, technology enhanced learning, applications of blockchain, vehicular communications and smart cities.

Derek is a partner in Simmons & Simmons financial services regulation practice. He specialises in advising both buy-side and sell-side firms on all aspects of the Irish and EU regulatory regimes. Derek advises extensively on MiFID2, EMIR, MAR, the Benchmark Regulation and the rules of the Central Bank of Ireland. Derek speaks regularly on emerging topics such as ESG, the proposed new individual accountability regime and the regulation of crypto assets.

Dave Cunningham is a serial entrepreneur, startup mentor and investor.
Together with Eric Ries he brought the Lean Startup Conference to Europe held in London in 2016 & 2017 and has been deeply involved in the startup scene across Europe. He is co-founder of Galway City Innovation district and the Portershed Co-working hub and has been in CEO and leadership roles at regtech startups Priviti, Truata, Sedicii and Lextego.
Dave is currently non-executive director and Chair of the board at Coinmama in Ireland and is the Entrepreneur-in-residence at the techstars web3 accelerator. Dave also set up and chairs the Crypto Exchange working group at Blockchain Ireland.
Juarez Barbosa Jr
Juarez Barbosa Jr has held senior leadership roles in developer relations, business development, strategy, software, and solutions engineering, comprising collaboration with developer communities, startup founders, accelerators, incubators, mentors, venture capitalists, subject matter experts, and business partners. He has 20+ years of experience in several IT-related roles throughout his career, currently working for Microsoft Ireland as an Azure Developer Relations Lead. He has worked as a Principal Developer Advocate in Oracle EMEA, global Thought Leader and Evangelist for IBM Mobile, IBM Watson Evangelist & Technical Rockstar for Cloud, and other technical and leadership experiences with Unisys, and Accenture.
Eve is the LGIM’s Managing Director in Ireland, appointed in October 2017 and is responsible for the overall leadership and management of LGIM’s Irish office and European entities based in Dublin.
Eve was previously Head of Solutions based in London. In her Head of Solutions role, Eve has been responsible for the design and management of objective driven investment solutions which bring together the best of the LGIM Group’s investment capabilities to meet our clients’ needs.
John Whelan is the Managing Director of Crypto & Digital Assets at Banco Santander’s Corporate and Investment Bank in Madrid. He has been involved in crypto and blockchain-related projects since 2014 and has led many initiatives using the technology since joining the bank in 2016 to lead its blockchain lab.
Prior to joining Santander, John was the founder of a Silicon Valley funded blockchain startup focused on institutional credit ratings and has deep expertise across the many different flavors of blockchain technology (Bitcoin, Ripple, Ethereum, Corda, etc.).
Before entering the blockchain space, John spent 10 years in the management consulting industry with a post-MBA stint in the trading pits at the Chicago Board Options Exchange.
Maggie Love is the Founder of SheFi, which empowers women and non-binary folks to take ownership of their financial freedom through crypto education, experimentation, investing and community. To date, she has onboarded over a 700+ people to web 3 either through the SheFi bootcamp or other educational engagements with organizations such as Opera Browser, United Talent Agency and Google. She is also Co-founder of W3bCloud (pronounced Web3Cloud), which is focused on deploying compute infrastructure for web 3 protocols. Maggie is the Director of Ecosystem & Partnerships. W3bCloud is a joint venture between ConsenSys and Advanced Micro Devices
Esfandiar has been engaged within the digital asset space since 2013. He helps companies in the space structure, diversify and manage their treasuries of digital assets to achieve the best risk adjusted returns based on their personal risk profile. By conducting research, applying game theory, risk assessments and stress testing protocol designs. He consults crypto projects and DAOs on how to structure and improve their tokenomic model. In order to align the incentives between stakeholders within a community to produce super synergies and super additive outcomes.
Seema Khinda Johnson
Seema Khinda Johnson is Co-Founder & COO at Nuggets – a multi-award-winning, self-sovereign verified digital identity and payment platform.
Seema sits on the ID2020 Technical Advisory Committee, and recently won both Deutsche Bank’s Female Fintech Competition, and the Women in Payments’ Unicorn Challenge. She was named Booking.com Technology Playmaker Entrepreneur of the Year, and listed as one of PaymentsSource’s Most Influential Women in Payments.

Dr Sabrina Anjara

Dr Sabrina Anjara is a Chartered Psychologist with the British Psychological Society who leads the metaverse research theme in the Human Sciences Studio at Accenture The Dock. Her research portfolio in Accenture includes how experts interact with emerging technology, diversity in clinical trials, behavioural science experiments, and human interactions in the metaverse – specifically with the lenses of trust, identity, and digital rights. In her spare time, Sabrina curates a Medium publication on metaverse-related topics.

Theo Gonella is a Product Lead at 0x Labs, where he drives the Platform roadmap of 0x’s products. His teams focus on DEX markets dynamics, RFQ and on-chain liquidity provisioning, blockchain data, and open protocol governance. He joined 0x Labs in 2019. Previously, Theo worked as a Product Manager for Meta.
Acting Head of Unit Digital Innovation and Blockchain
Helen Köpman is Acting Head of Unit for Digital Innovation & Blockchain, at DG
Communications Networks, Content and Technology at the European Commission in
Brussels. The unit elaborates policy initiatives under the Single Market to support
digital innovation, blockchain and growth of startups. Initiatives include the European
Blockchain Partnership, Startup Nations Standard, Startup Europe, ICT
standardisation and Innovation Procurement. The unit also leads along with DG
FISMA, the European Commission Task Force on Financial Technology. Previously,
Ms Köpman held the position of Deputy Head of Unit, managing EC supported
research and innovation in the area of ICT applied to mobility. She also worked in the
area of International Scientific Cooperation
At Polygon, Amit leads the research and development of next-generation DeFi protocols to grow and support the DeFi ecosystem. Previously he has researched in the intersection of cryptocurrency, finance, econometrics, and statistics. Amit had also worked in quantitative roles in TradFi firms like JPMorgan Chase and ICICI bank. He holds a PhD in Economics from the University of Warwick, an MA in economics from the Delhi School of Economics, and a Bachelor of Technology from IIT Kanpur

Gerry Cross was appointed as Director of Financial Regulation Policy and Risk in May 2015. He leads the Central Bank’s work on prudential and markets conduct regulatory policy and its supervisory risk framework (PRISM). A member of the Board of Supervisors of EBA, and alternate member of EIOPA
Board of Supervisors, Gerry co-chairs EBA’s Standing Committee on Regulation and Policy.
Gerry has had an extensive career in the area of financial services regulation. Before joining the
Central Bank he has worked at the European Commission, the UK Financial Services Authority, Fortis Group, the Institute of International Finance, and the Association for Financial Markets in Europe.
Jonathan Camilleri Bowman
Jonathan has over 20 years of commercial software development, with the last 10 being dedicated to enterprise multi-national fintech organisations and product offerings. After heading multiple distributed global software teams and building high capacity and high availability payment solutions in his role as Group CTO for the past several years, Jonathan developed a passion for RegTech solutions to level the playing field for small and large corporates alike and provide necessary solutions for both the fiat and the crypto industry.

After 25 Years building FX businesses at some of the world’s major financial Institutions (JP Morgan, Citi, Merrill Lynch), Louis transitioned to the Digital Asset Investment Space in 2017 raising capital for some of the world’s leading Crypto Asset projects, Polkadot, Ocean Protocol, and Energy Web Foundation, all of which had a very successful 2021.
During the same period, Louis joined JST Capital, a financial services firm based in New York and Singapore offering asset management and treasury services in the digital asset space. Louis continues in his role as advisor to JST Capital.
More recently, Louis moved back to Ireland and joined Gigabyte Investment, Ireland’s first Digital Asset Manager as a managing partner.

Jason Ward is Head of the Blockchain Incubator in Fidelity’s Center for Applied Technology (FCAT). In his current role, Jason is responsible for monitoring the blockchain ecosystem, building cryptoasset & blockchain capabilities and curating the roadmap for the FCAT Blockchain Incubator.
Prior to joining FCAT, Jason was responsible for leading Business Architecture and Strategy initiatives to optimize Middle and Back Office service capabilities. As the Head of Global Trade Operations Jason was responsible for the daily operations of cash securities, FX, mortgage allocations, tri-party repo, derivatives, and collateral management operations.
Jason currently serves on the Board of Directors for ISITC and is a member of the ICI Digital Asset & Fintech Advisory Group and Securities Operations Advisory Committee. He has also served on various SIFMA / AMF, ISDA operations committees and the Omgeo Americas Regional Advisory Council.
Jason holds a B.A. in English from St. Michael’s College, VT and an M.B.A. from Suffolk University.
Marc Taverner is the Executive Director of the International Association for Trusted Blockchain Applications (inatba.org), the pre-eminent nonprofit organisation supporting the growth of DLT & blockchain technologies. INATBA does this by engaging public and private audiences to address and reduce frictions that inhibit market growth. As executive director, Marc works with INATBA’s Members to host bilateral conversations between governments (including the European Commission) and companies to inform policies and regulations and advance the international adoption of blockchain. Most recently, INATBA, under Marc’s leadership, has been working to respond to the European Commission’s proposed Digital
Finance Package, engaging with members and governments worldwide to discuss the future
of blockchain and crypto-asset regulation

Brian Lucey has worked as a statistician in the Department of Health and as an Economist in the Central Bank, prior to joining Trinity College Dublin. He has been at Trinity Business School, Trinity College, since 1992 where he is now Professor of International Finance and Commodities. He has studied at the graduate level in Canada, Ireland and Scotland, and holds a PhD from the University of Stirling. He has published in excess of 180 papers in areas of international, behavioural, and commodity finance including some of the most cited papers in Cryptocurrency.
He was the founding editor of the Journal of Behavioral and Experimental Finance and currently serves as the editor of the International Review of Economics and Finance and editor in chief of the International Review of Financial Analysis. Previously he has been editor in chief of three other journals. Professor Lucey is married with one son.
